.OIL is an open, governed namespace for the oil and energy value chain: the companies that find, produce, refine, transport, trade, service, regulate and decarbonise oil, and the organisations that work with them.
The sector is among the largest and oldest in the world economy and has no namespace of its own. Its participants are dispersed across country-code and legacy generic domains in which nothing signals the sector or the activity. .OIL provides a single, recognisable and openly available place in the DNS for that industry and for the transition it is undergoing.
The value chain is not a single activity. It includes exploration and production; refining and petrochemicals; midstream transport and storage; trading and pricing; oilfield services, equipment and engineering; safety, inspection and certification; regulation and public oversight; research, education and professional bodies; and the technologies applied to reduce the sector's emissions, including carbon capture and storage, methane detection and abatement, remediation. It also includes the non-petroleum senses of the word: lubricants, culinary, essential and cosmetic oils, and the trades built around them. .OIL serves that entire field on equal terms.
The Registry Operator's function is to operate the TLD securely, to publish and apply transparent registration policies, and to make names available to all eligible registrants through all accredited registrars on equal terms.
The Applicant operates within the sector the TLD serves, and therefore states the following as commitments:
.OIL is not a closed or exclusive namespace. It will not be operated for the exclusive or preferential use of the Applicant, its affiliates or any commercial partner. Registration is open to eligible third parties, including the Applicant's direct competitors.
The Applicant takes no preference in the allocation of names. Its own registrations and those of its affiliates will be made through an accredited registrar on the same terms, at the same prices and with the same access to availability data as any other registrant. Specification 9 applies in full and no Code of Conduct exemption is sought.
.OIL is not a certification, licence, accreditation or endorsement. A registration says nothing about a registrant's competence, compliance, safety record or environmental performance, and will not be represented as doing so.
.OIL is not an advocacy instrument. Registration policy, allocation, reservation and suspension will not be used to advance or suppress any commercial, political or environmental position.
Operating principles:
Openness. Names available to eligible registrants, and access for accredited registrars, on non-discriminatory terms.
Neutrality of the operator. The Applicant's separate commercial activity in the sector confers no advantage inside the namespace, and the registry function is operationally and informationally separated from its operating business.
Breadth. The namespace serves the whole value chain and the whole ordinary meaning of the word, not one segment of it.
Accurate description. No claim will be made for a .OIL registration that the Registry Operator cannot itself perform.
Room to evolve. The Registry Operator defines the namespace and its governance; it does not attempt to fix today how the sector, or the energy system around it, will look decades from now.
Registration is open to any person or entity with a bona fide connection to the name registered and a lawful use for it. The Registry Operator will verify, by consistent and commercially reasonable means, that the registrant is identifiable and has stated a lawful purpose; it will not assess the merits or environmental performance of any registrant's business. Names are allocated first-come, first-served through accredited registrars after the mandatory Sunrise period and Trademark Claims service.
