The vision of .viv is to provide a trusted namespace supporting digital life and lawful forms of digital presence on the Internet. .viv aims to operate as a secure, stable, resilient, globally accessible, and responsibly governed namespace. Here, “trusted” means dependable operation, transparent policies, and accountable administration.
The purpose of .viv is to enable individuals and organizations to use second-level domain names and their subdomains as stable, globally resolvable identifiers and entry points for websites, email, and other lawful Internet resources. Registrants may also use them, at their discretion, for digital profiles, AI-enabled services, data services, trusted data spaces, machine-readable discovery, digital interaction, and future Internet innovation.
Fuxi Institution is a research institution focused on digital development and is working to build an open platform for data exchange. Its longstanding purpose is to connect data silos, facilitate data exchange, advance the digital economy, and help bridge the digital divide. It pursues this purpose through the strategic path of building interoperable information infrastructure for the Intelligent Internet.
Within this broader path, .viv is proposed as an open, general-purpose ASCII gTLD and a practical contribution at the naming and discovery layer of the globally interoperable DNS. Its mission is to offer a distinctive and stable namespace for lawful websites, information resources, online services, and emerging machine-readable applications. .viv will complement, not replace or alter, existing Internet identifiers, protocols, or trust frameworks.
Intended registrants include individuals, businesses, educational and research institutions, public-sector bodies, civil-society organizations, developers, and service providers worldwide. Intended users include people and automated systems seeking to discover, resolve, or access lawful resources associated with .viv domain names. Registrations will be offered openly and non-exclusively through ICANN-accredited registrars, subject to applicable law, ICANN Consensus Policies, the Registry Agreement, and published registry policies. Registration will not depend on affiliation with Fuxi Institution.
To advance this purpose, the registry will establish registrar distribution; provide required registry services through one or more Registry Service Providers that have completed the applicable ICANN evaluation; publish registration, acceptable-use, privacy and data-protection, and DNS Abuse policies; implement required rights-protection mechanisms; and conduct phased outreach to registrants, developers, educational and research institutions, and service providers. Actionable abuse reports will be assessed and addressed through proportionate coordination with relevant parties, consistent with applicable law and ICANN requirements.
A registrant may choose to use a .viv domain as a human-readable DNS name pointing to registrant-controlled application-layer information, such as a profile, metadata record, service endpoint, or AI agent service. Such use is optional and registrant-driven. A .viv domain name, by itself, does not constitute proof of identity, verification, certification, trustworthiness, or technical capability.
The mission is designed to be sustainable over time. The operating model will rely on recurring registration and renewal revenue, limited premium-name revenue, prudent liquidity management and available working-capital resources, scalable RSP services, ICANN-accredited registrar channels, and phased market development. It does not depend on speculative auctions, ultra-low-price promotional volume, unimplemented optional services, or uncommitted external financing.
