The mission of .beijing is to establish a globally resolvable Internet namespace named after the City of Beijing, for registration and use by institutions, enterprises, and eligible individuals that have an identity, business, or service connection with Beijing. It will provide such parties with Internet naming, identification, information-display, and access tools that carry a clear city-related meaning. Expected registrants include public institutions, universities, research institutions, industry associations, non-profit organizations, enterprises, entities conducting business or implementing projects in Beijing, cultural and tourism service providers, international organizations, foreign institutions based in Beijing, and international cooperation projects. When the relevant conditions are mature, registration may also be opened to individuals with a lawful and genuine connection to Beijing. Registrants may use .beijing domain names for websites, email, applications, data directories, APIs, trusted data space entry points, agent service entry points, and other lawful Internet services. Registration services will be provided through eligible ICANN-accredited registrars under uniform, open, and transparent rules. A domain name itself only provides Internet naming, resolution, identification, and access functions. It does not naturally indicate an endorsement or certification by relevant Beijing authorities, ICANN, or any other organization of a registrant’s identity, qualifications, creditworthiness, security capabilities, data quality, or service quality. Nor does it replace administrative approval, professional certification, credit assessment, trademark rights, or determinations of data ownership. .beijing will apply a classified and tiered management approach. In addition to names reserved under ICANN requirements and applicable national laws and regulations, names relating to government affairs, administrative divisions, public services, major landmarks, sensitive terms, and other matters involving the public interest will be reserved or subject to registration restrictions. General names will be reviewed and registered under open and transparent rules. Where a name involves a brand, institutional name, project name, or other rights, the relevant qualifications, rights, or authorization relationship will be verified in accordance with applicable rules. The applicant will establish policies and procedures covering registration, renewal, transfer, suspension, cancellation, rights protection, complaint handling, dispute resolution, and domain name abuse mitigation. Technical services, including DNS, DNSSEC, EPP, RDAP, registry databases, data escrow, security monitoring, disaster recovery, and business continuity, will be provided by an ICANN-evaluated Registry Service Provider. Registration and renewal pricing will be classified according to the review requirements applicable to different categories of registrants and the corresponding service costs, and will be publicly disclosed. Rfegistrants and services within the same category will be subject to published and consistent pricing rules. Long-term sustainability will be supported by continuing registration and renewal demand, professional operations, necessary reserve funding, and phased market development. If revenue falls below expectations, priority will be given to core technical operations, security, compliance, customer service, and the continuity of existing registrations.
